Improving Financial Aid Verification With Ecm: How Palm Beach State College Decreased Backlog From Six Weeks To Two Days
One of the most labor-intensive and cumbersome processes for staff, students, and parents is financial aid Verification. On a national level, usually about 30% of students applying for financial aid have to have their documentation and eligibility verified. At Palm Beach State College—until recently officially a community college—this number is higher, at times exceeding 40%.
Verification is used to confirm financial aid application data or to address discrepancies. Inefficient collection and processing of Verification documents can delay notifications of financial aid award eligibility to students, which can have a negative impact on enrollment.
Palm Beach State recognized that paper-based processing was obstructing their Verification process. The College had been suffering processing backlogs of up to six weeks during peak periods, and although available financial aid had nearly doubled in the past two years, budget constraints prevented the Financial Aid Office from hiring additional full-time staff.
Palm Beach State staff understood that they could use enterprise content management (ECM) to expedite Verification by eliminating paper from the process. The College used their ECM system—DocFinity, by Optical Image Technology—to combine point-of-entry scanning, workflow, and outsourcing to address their challenges. The result was a cost savings of more than 50%. Other benefits from using ECM to simplify financial aid Verification included:
- Reducing backlog from 6 weeks to 2 days during peak periods.
- Decreasing waiting times significantly at their Financial Aid offices.
- Increasing enrollment.
- Processing more Verifications without increasing full-time staff.
- Providing immediate feedback to students/ parents when additional (or different) documentation is required.
- Facilitating submission of documentation— students/parents can submit individual components of Verification separately rather than waiting to submit a complete packet.
Background
Palm Beach State College serves more than 50,000 students in one of the largest counties in Florida. Composed of four campuses, the College receives approximately 20,000 applications per year. Palm Beach State’s success in implementing enterprise content management (ECM) in Admissions and Registration served as an impetus to expand the solution to the Financial Aid Office.
Chuck Zettler, Director of Information Technology Project Management, explains, “Prior to the College’s ECM implementation, the Financial Aid Office did not have a system to accept separate components of Verification and required a complete packet to be submitted at one time. This increased the length of time students remained in an incomplete status and also created a sense of frustration for students attempting to complete the process.” Processing delays led to backlogs, and ultimately resulted in lower enrollment rates when students were unable to receive award eligibility notices in a timely manner. The College needed to find a way to improve turnaround without adding full-time staff. At the same time, they needed to cut costs.
Phase one: Point-of-entry scanning
As part of an enterprise-wide analysis in preparation for their ECM implementation, Palm Beach State determined that they could improve student services by transitioning from paper processing to electronic workflow and automation. An integral component of their transition was the installation of 65 Fujitsu scanners on desktops, counters, mail stations, and throughout the human resources department. This enabled the College to import information from any service desk on any of the campuses.
Point-of-entry scanning helps the College eliminate paper at the source. Student/staff information is available as soon as it is scanned and indexed. Stored in a centralized repository, records and other documents are available for immediate processing. Point-of-entry scanning provides Palm Beach State with dramatically improved access and information sharing across all four campuses. As a result, the College can accept financial aid Verification documents in person, by mail, or via fax. Different components of Verification can be submitted at varying times.
Phase two: Workflow
Upon receipt, Verification documents are immediately scanned into the ECM system. When all of the required documents arrive, they are immediately marked as received, then automatically packaged electronically and launched into a workflow for processing. The ECM system displays a simple interface within the student information system, which does an electronic evaluation.
A program which runs in the background creates a report that lists students and provides Verification information in a text file. COLD imports the text file. Workflow picks it up and packages the documents electronically. The package is then workflowed to separate queues on campus or for offsite review, where it can be accessed securely via a VPN. Zettler explains, “The student information system knows when all documents are received. A nightly batch report initiates the Verification packet, and DocFinity knows when to gather and flow the package for further processing.”
Phase three: Outsourcing financial aid Verification
Outsourcing is a logical solution to Verification processing, as it addresses challenges resulting from the seasonal fluctuations in processing volumes. It also addresses limitations associated with a lack of physical processing space at the College. Zettler says, “The VPN authenticates review personnel and allows them to access the appropriate student records and documents directly through DocFinity. By outsourcing to professionals in New York, North Carolina, and other remote locations throughout Florida, we can process more work without increasing the number of full-time staff.”
David Bodwell, Director of Financial Aid at Palm Beach State, elaborates, “Verification documents are accessed and processed from remote locations. Without electronic access, we would have to mail or FedEx paper documents to a central location, to which processors would have to drive in order to work with the paper. When you take into consideration the resources that we’d have to expend, DocFinity saves us 50% of costs that would be incurred otherwise.”
The big picture
Palm Beach State’s ability to improve Verification turnaround has a direct impact on enrollment. Under the paper-based system, recipient notification of financial aid award eligibility often took so long that students would enroll elsewhere. By expediting processing with ECM, students today are notified of financial aid awards well in advance of priority dates and enrollment deadlines. Enrollment has increased by 15% since the ECM system was implemented. Furthermore, Palm Beach State anticipates that if they had not used ECM to address Verification, their processing costs would have doubled. Instead, their transition to ECM enabled the College to complete more Verifications by September 15, 2009, than they did in all of 2008 for the same cost.
Zettler summarizes, “DocFinity gave us the ability to outsource processing for financial aid Verification. Without it, we would never have been able to dig out of the backlog.”

Do I have to buy a NEW printer now?
I recently bought a new Dell (Vista-home Prem). I had the data from my 4 yr.old Dell (XP-Pro) transfered and was told that many of my desktop applications would need to be re-installed.
Turns out that one of those desktop apps was the “HP Director” that allows me to SCAN.
My printer is an HP 2355 printer/scanner (4 yrs old) and I DON’T have the setup/install disc for the printer. Trying to manually scan, the printer prompts me to install the HP software (which I don’t have).
Do I have to buy a new printer or can I download the software somehow?
Also, I recently saw an info-mercial about a printer that used “pixel” technology as opposed to ink or laser. Supposedly, it does not fade and is less than half the price for refills. I THINK the printer brand may have been Fujitsu, but I’m not sure.
Does anyone know about this printer?
Any advice on either issue would be very appreciated!!

2. Technically all printers use “pixel” technology.
3. Not seeing any “new” Fujitsu printers for home use. They do have thermal printing and dot matrix. Watch for the “infomerical again” and get the model number and do a search for it.
4. Advice: When installing the printer, do not plug it in until the software you download tells you to and “skip” or “cancel” out of the “add new hardware” wizard when it comes up when you do plug it in.

In a recent review of the scientific literature, I described three waves of technology for counselors. 1 In a flurry of uncreative thought, reinforced (sadly) by my work in the ivory tower, I labeled these Wave 1, Wave 2, and Wave 3 technologies. Wave 1: Well-Established Technologies Like Dr. Washington, many counselors use certain well-established technologies routinely.
These technologies typically involve routine office management tasks such as word processing, billing systems, facsimile machines, photocopying, telephone answering systems and voice mail, pagers, and database management. A recent survey of California psychologists suggests that about three fourths use computers, three fourths use a FAX machine, half use a pager, 65% have access to a photocopy machine at home or at the office, and 40% use computerized voice mail.2 Wave 1 technologies have more possibilities than perilsthey are not particularly dangerous. These office management technologies don’t typically affect what happens inside the counseling office and may even free counselors from mundane clerical tasks so they can concentrate more intently on counseling relationships. The possibilities increase with Wave 2 and Wave 3 technologies as do the perils. Wave 2: Partially-Established Technologies Wave 2 technologies have greater direct impact on our clients than Wave 1 technologies, and should be considered partially established in that some counselors, but not most, use them. Examples of Wave 2 technologies include using computers to assist with: test administration or interpretation, play therapy with children, interviewing and diagnosis, therapy or supervision by e-mail (or telephone), and so on. There are many possibilities with these technologies. Computerized test scoring is more accurate than hand-scoring and can provide counselors with interpretive printouts thus giving them access to leading experts in the field of test interpretation. Computerized interviewing guides the counselor or client through a series of questions and decisions to help formulate a diagnosis. Clients are sometimes more candid when responding to a computer than when responding to another human being, thus increasing the accuracy of diagnosis. Computerized interviews can also help identify mental health needs before they become difficult to manage.
Imagine walking into your physicians office in the year 2002. As you sit in the waiting room, you are given a handheld electronic device and asked to answer a series of questions. Your answers are compiled, compared with data from normative samples, then sent electronically to your doctor before the appointment begins. At some point during the appointment, your physician says, Some of the symptoms youre experiencing suggest a mild form of depression. Would you be interested in talking with a counselor about your situation?Scary? Well, maybe a little. But the possibilities for early detection, prevention, and treatment are worth considering. Computers can also be used to facilitate counseling methods. Many play therapists use computers to help engage children in the treatment process. Rehabilitation therapists find computers useful in helping their clients regain certain cognitive functions. Are you feeling nervous as you read about the possibilities technology may bring to the counseling office? If so, I commend you. Peril walks hand in hand with possibility.
We will consider two significant perils later. Wave 3: Emerging Technologies Some technological innovations have only begun to influence the work of counselors, but we will be hearing more about them in coming years. These will dramatically affect the counseling process itself, thus increasing both the possibilities for innovation and the perils of misuse. Examples of these Wave 3 technologies include videoconferencing, Internet services, and using virtual reality in treatment of anxiety disorders. Videoconferencing, also known as teleconferencing, allows two-way communication through TV monitors. Though early prototypes required satellite connection between TV monitors, telecommunications can now be transmitted more economically through telephone lines and Internet connections.
These recent advances have made videoconferencing increasingly affordable and, as a result, we are seeing a surge in telehealth (using the methods of videoconferencing to provide health services from a distance). Telehealth holds promise for reaching underserved areas with needed medical and mental health services. Have you heard of Headworks? How about Russell Razzaques CyberAnalysis Clinic? Emotions Online? Counseling Café? McAnally Online Christian Counseling? Pastoral Consultation Services? You guessed itthey are all counseling services available over the Internet. You can even pay to have hypnotherapy over the Internet (how does that work?). Whether we are skeptics, enthusiasts, or somewhere in between, we must acknowledge that online counseling is here and growing quickly. Virtual reality combines computer hardware and software to simulate real life experiences by presenting computer-generated graphics and sounds that are a response to the movements and responses of the individual using the software. Virtual reality has already been used to treat the fear of heights and to help clients learn appropriate social skills, and more applications will be forthcoming. Like genetic engineering in medicine, Wave 3 technologies have the potential to shake the ethical foundations of our professions while simultaneously creating possibilities of great good.
*Perils*
Are these waves of technology the serene whitecaps of seascape on canvas, or are they pummeling tidal waves destined to destroy us? I suggest these waves of technology are good, like ocean waves, so long as we respect their danger. Among the dangers are potential ethical problems and the risk of slipping into a technology of healingmentality as Christian counselors.
*Ethical Problems*
Is it ethical to FAX confidential client information to another counselors office? Should therapy records be stored on a computer network? If I lose client information because my computer disk crashes, have I behaved unethically? Is it ethical to provide weekly counseling by telephone? Should e-mail be used for clinical supervision? Is a licensed counselor in Nebraska eligible to provide services via the Internet to someone in Alabama? The answer to these questions can be answered with a big shrug. No one seems to know. My colleagues and I recently surveyed 1,000 practicing psychologists, asking them to respond to 40 different behaviors related to technology. The 420 respondents who returned completed questionnaires indicated how often they engaged in each behavior and their beliefs about the ethics of each behavior.3 Here is where the big shrug comes inrespondents did not know if most of the behaviors were ethical or not. Over half of the 40 items received equivocal ratings on the ethics scale.
This, of course, is a monumental problem. Our technologies have grown faster than our ethical guidelines and, as a result, we don’t have professional standards to know if something is ethical or not. So what are we to do as Christian counselors? The second best thing we can do is to get busy crafting ethical standards for how we will handle these emerging technologies. We should get started! The best we can do is to follow the words of Jesus, commonly known as the Golden Rule. In everything, do to others what you would have them do to you; for this sums up the Law and the Prophets(Matt. 7:12). Put another way, how would I feel if I were the client in this situation? Would I feel comfortable having my counselor retrieve messages from an answering machine if other support staff were also listening? Would I want my confidential therapy records stored on a network, even if the records were password protected? Would I want to receive counseling services via a 900 number or over the Internet? While these questions defy simple answers, they are worth considering.
*Technology of Healing*
Perhaps the greatest danger we face as technology begins to saturate the work we do is what a colleague of mine has referred to as the technology of healing.4 Just think about all the professional forces we have swirling about usmanaged care, empirically-validated treatment procedures, manualized treatments, short-term interventions, and now technological innovations. All these forces have potential for good, but each can deceive us into thinking that counseling works primarily because of the techniques and technologies we employ. One client has a phobia, so what do we do? Systematic desensitization. Another has a clinical depression, so we apply cognitive therapy for depression. What if a client in Argentina wants our services? Soon we can use the Internet or telehealth to provide help. Technology and techniques .
We must be careful, or else we will stumble into the fallacy that we are called to deliver the right techniques at the right time. Techniques are important in counselingaccounting for as much as 15% of the reason why people get better. 5 But we are not just technicians. We are called to relationships that heal. Approximately 30% of counseling effectiveness is due to the so-called common factorsa counselors ability to connect and empathize with the client. If we learn techniques or value technology at the expense of relationship, we have taken one step forward and two steps back. Henri J.M. Nouwen recounts an ancient East Indian proverb in which four brothers each learn a new science.6 They come together at an appointed time and place to demonstrate their knowledge. The first takes a bone fragment from the jungle floor and uses his science to create flesh. The second uses his science to put hide on the animal. The third puts limbs on the creature, and the fourth breathes life into the nascent beast. Without thinking through the consequences, the brothers have created a hungry lion that devours them before vanishing into the jungle. It is a story about technology and healing. The technologies we create can devour us if we do not respect their destructive power. We must cling to our calling while embracing the possibilities that technological advances bring. Brother Mfc-9700 – The Bare Bones Mfc
Brother is a brand known for products that implement much of the latest technological gadgets, bells, and whistles. You will often find luxurious convenience features included in MFC Multifunction Centers that make using the hardware not only effective, but user friendly. You will not find any of those here.The Brother MFC-9700 is a bare bones piece of hardware designed for output, not frills.
Prerequisite knowledge of printer controls are a must with the MFC-9700, which sports such bare minimum features as a super tiny LCD display capable of displaying a single line of data. At 7/16ths of and in by 2 inches, with only 17 total possible characters, scrolling through over a hundred possible auto dial locations (108) one at a time can be grueling on the fingers. That being said, there are benefits to simplicity.
Though fax mode settings and custom print/ copy selections will most certainly be a chore initially, they will remain embedded in the on board memory, theoretically never to be fiddled with again. If your needs are very straightforward, and constant shifting around of custom settings are not required for your needs, then the tiny LCD should serve you just fine. Brother also includes a hard copy of the quick setup guide to help you initially get started.
When examining the features you will find a very bare bones layout. Standard options. Very little expandability. Again, if your businesses print demands are extremely straightforward, this should absolutely suit you just fine, but if versatility is a must, look elsewhere. The 8 MBs of memory built in is just enough to conquer basic tasks, and cannot be upgraded. The same is almost true for the paper input capacity. It comes at a standard 250 sheets, and offers the option of expanding to a second tray of equal size, but price alone restricts this option, as an additional tray could literally cost you more than you’ll pay for the printer. If space limitations are absolutely crucial, expansion might be an option worth considering. If you’ve got the room, however, buying a second printer would probably be the better choice.
With the limitations of the MFC-9700 out of the way, it should be said that, as an assembly line work horse, it actually performs quite well. The low quality 600 X 600 dots per inch print resolution should suffice when printing text, though graphics will suffer. The 50 sheet automatic document feeder is actually quite large, and scanning is available in color, though only at 24 bit depth. At 15 pages per minute your documents will plug along at a decent speed, and both USB and Parallel ports are implemented for both Windows and Mac compatibility. The 14.4 K modem isn’t top of the line, but should handle single pages of fax quite nicely in about six seconds.
Scanning, copying, faxing, and printing features are pretty basic with this hardware across the board, most of them being set at the bare minimum for the category. The Brother MFC-9700 is designed with a particular user in mind, specifically the one interested in basic functions and none of the frills.
